Is there a way I can look up the week to week ratings for a particular anime series, such as Shugo Chara!, which doesn't consistently rank in the Top 10? Also, I think it would help if these top 10 lists were better indexed and more navigable from each to week.

That you would probably have to go through the TV companies or somebody, I don't think that information is readily available on the internet. Anyways, I'm not surprised that the Rookies show would have such a strong following. At the Book Off I work at, Rookies is a very rare thing to have manga wise, and we always get customers asking about it.

Googling Anime Kantou "TV Ratings" might help you.
