I hope this is a sequel ( with another Op by Nana Mizuki ), the last episode gave me a "starting line" vibe, now that most of the character episodes are done and Rin has her driving style down they can really focus on the championship part.

Hopefully they get a better director and series composer on board, that first episode should be taught in schools on how not to introduce people to your narrative and the ways you can immediately disconnect any potential audience.

Yeah, and the writing really doesn't get much better. Pro tip: If the character has a tragic backstory, actually expand on that and not limit it to vague-at-best flashbacks. Why even give the main an injury if it's not even going to be brought up or shown.
Oh, and they should change the animation studio while they're at it. A-Cat was the absolute worst choice for an all-CGI series and I'm not sure how/why they were chosen when King Records has better connections.
Unless the budget was that low they focused it all on the cast, or A-Cat underbid everyone else, there's no reason for their presence on the series as much as the director and main story writer considering their past projects combined comprise of such "gems" as Digimon Adventure tri., Concepcion, and Kingdom of Ruin's adaptation.

It was alright by the end of the season, though ended at a 'And now the real story begins' point with the characters accepting their place and the racing team only being given a short lifeline by their sponsor for partially meeting their team goals.

Frankly, those are elements of a plot that, in a normal series, would have been at the halfway point, not right at the end.
Really, the show itself should have been a split-cour title because it felt like one being forced to fit into a 12 episode skin. Because I genuinely feel like they'd have fleshed out a lot more ideas and characters if they didn't limit themselves to 12 episodes. We could have gotten an expanded explanation for Rin's backstory (and why she's living with her grandmother since we never see her family otherwise), and reasons for why Folk or Richard are even in the show to begin with, because as they are, all three of them are basically superfluous as it is as Rin doesn't get much development beyond moving from "complete idiot unable to survive in reality" to "competent enough racer, but still awkward", and the two guys could be written out with no change to the plot at all.

Perhaps better CGI studios are already booked for the next few years, and more experienced directors & writers are already busy with other projects...
