I don't know if there are any official English releases of the manga, but I would like to know too. It is certainly available online in English, though I don't know if that is official or not so I will not be sharing the link, but you can easily find it.
The anime was just announced so it's far too early to know who/when/if it will be licensed. My guess is that it probably will be, but it's too soon to know right now.

After reading this article, I think I’m feeling more inclined to check this out as Studio 3Hz behind this adaptation intrigues me. I wonder when it will premiere.

I think this can be a fun show, but having read a bunch of the manga I'm not too sure it will be what some people might expect. The manga seems to be slice-of-life or cute-girls-doing-cute-things that just so happens to feature the "shooting club" as a backdrop, but it certainly doesn't focus much on the shooting itself, which is all done with electronic "guns" anyway.
If you like slice of life I imagine this will be right up your alley, but if you are into guns/shooting, or you like the competition/team aspect of sports I think there are plenty of other shows that will scratch your itch a lot better. It's a 4-koma too, so expect lots of short gags rather than long involved plotlines.
...of course that's just my impression from the manga, who knows how the anime will turn out. I'm excited to check it out.
