Wow I didn't know Genki Rockets were an actual band since as far as I know they only have one song from Lumines 2 called Heavenly Star. But hey I like the song. I just though they were a one time group put together for the game.

I knew about the school since I love Radiohead just confused about the genre.

I guess to get people to watch the concert? Sarah Brightman was in Shanghai and she's not Chinese. I guess to tell people the mood of the concert. Tokyo was more of a teen concert, same with Germany (Shakira isn't German) and by showing well known artists in different places it will attract the target audience.
