Key's stories are usually sad...
Last regret (as mentioned above) and Tori no Uta...they all have a scent of sadness (kanashimi), but overall the tones still appear to me as hopeful, or at least enlightened of some depressing truth...

Both the EDs from Monster, esp. "For the Love of Life" by David Slyvian seem a bit downbeat

Boy, I'm really surprised no one has mentioned the new Death Note OP/ED songs. Angry, loud, screaming heavy metal with some very, very angry lyrics:
OP 2: What's Up People? by Maximum the Hormone (edited version)
(wispering)We've always been this to free all this pain (x2)
(insert loud scream x2)
Convenience Convenience Yeah (x3)
Humans!
Convenience Convenience Yeah (x3)
Humans!
Hey, will you anger me? Will you piss me off? Will you anger me? Humans! (x2)
(Screaming)What's up with the insecurities!?
The crime won't disappear forever.
What's up with the many insecurities!?
Who fell down into the trap of vengance!?
(Screaming again)What's up with the many insecurities!?
The crime won't disappear forever.
What's up with the many insecurities!?
Hey, Hey, Human Sucker! Ah, Human....... Human F***er (x7, gradually screaming w/each repeat)
Hey, Hey, Human Sucker!
(Screaming)WHAT"S UP PEOPLE!? (x4)
Indistinctly screaming words at the end.
ED 2: Zetsuuba Billy by Maximum the Hormone
(Guitar intro)
Everlasting depression, this one page
Fleeting tactics, to those eyes
Without supplication, evil in law, connecting toward prison
(Screamimg)Note with deadly poison, harboring fear at earthly desires
Incessant drool at at delusional lies
Judgment, prattling on crime unification
Who knows how to break the deadlock?
(Still screaming)World of acquittal
Words of sanction
An acquired fever, truly "death pirates"
Redeem the game of law
Despair the Billy! Now, morals come unstoppable eraiser rain (x2)
Unstoppable eraiser rain

"Krasno Sontse" (The Beautiful Sun) from Princess Arete is a very sad song, with a haunting melody and Russian vocals provided by Origa to compliment the lyrics:
Early morning, under the clear sky
The beautiful sun was rising
Flowers and silky grass were coming to life in the plains
Young stems were straightening up to the light
And birds and beasts were waking up
Gloriuos morning comes again
Black raven is flying by low
Is there a bitter disaster coming?
Soldiers are marching the roads
The sun is illuminating the blades
The sun was rising up to noon
A bloody battle has started in the plain
Can't see where is friend and where is enemy
Spears and sharp arows were flying
And the scarlet hot blood
Spilled on the green grass
The sun was drooping to the eve
Widows and children were coming
Washing off fathers and brothers with tears
Covering them with the mother raw earth
The sun was hiding behind the mountains
Graves and crosses were rising
Not a blade of grass was left in the plain
It won't rise again till the spring
