That would make more sense. I have no need for Tenchi because the franchise doesn't interest me (silly pun  ). But from a technical aspect, the first DVD is listed as 75 minutes, which comes out to roughly 3 episodes (assuming they're about 25 minutes a piece).
Meaning the last 3 episodes will be on the next DVD, or, there will be 2 episodes on that, and one measly episode on the volume after that one, which would be a complete and utter waste of resources, if you ask me.

Volume 2 comes out September 12.
Volume 3 comes out November 7.

However, volume 3 will have a bunch of extras making up for that single episode that is on the disc.
