Maybe someone in the industry finally snapped over all of the ungratefulness and endless bitching of anime fans and got an idea from what Justin said on an ANN Cast a couple of months back

I think so too. A few years ago at a con a cop stopped me in the parking lot outside to check out my prop gun. After confirming that it was a spray-painted squirt gun, he gave it back and said, "Be careful with that thing." Because apparently I was going to squirt somebody to death.
Actually I think it may have been illegal to paint over the orange tip on the gun. But it just looked so much better without it. :/

AFAIK, yes, it is illegal to paint over the orange tip of fake guns. This includes water guns, airsoft guns, painball guns, etc.

I don't think he was telling you to be careful that you might hurt someone, but that carrying around something that might be mistaken for a real weapon could end up getting you hurt instead.
