Panzer Dragoon Orta's Orta

In the above image, an unidentified cosplayer portrays Orta, the protagonist from the 2002 Xbox rail shooter videogame Panzer Dragoon Orta. At the start of the game, Orta is a prisoner of a group which believes she is a harbinger of doom — until the area around her tower is attacked. She is mysteriously saved from the attack herself by a dragon, launching her into an adventure to discover the mystery of her existence.
