Cartoon Network confirms that they don't have the rights to Stand Alone Complex

Despite numerous reports otherwise, there has never been an official statement on the part of either Cartoon Network (CN) or Bandai Entertainment that CN actually had the rights to broadcast Ghost in the Shell: Stand Alone Complex.
In the latest issue of Newtype USA (#3), Cartoon Network programmer Sean Akins essentially confirms that they do not have the rights to the show by stating that they are "talking about it."
Here's the relevant Excerpt for the Interview:
NTUSA: Since you brought it up, sort of, it's been rumored that the Cartoon Network could possibly be pciking up Ghost in the Shell: Stand Alone Complex.
SA: We're certainly talking about it. I think that's a big show. That's a show that people will have a tremendous anticipation for. They'll want to see it! If it comes, and it's on television in the US, it's definately going to be on Cartoon Network. It's certainly not a done deal deal, but we've seen it; we went over to Production I.G about it. it's a beautiful show.
This isn't to say that Cartoon Network will not end up eventually getting the rights to GitS: SAC, clearly they are interested (as their reps have hinted about it several times at various conventions and festivals), but it would seem that nothing is signed yet.
