Yes, Millennium Actress is licensed by Dreamworks

Over the past week there has been a lot of coverage in the Cinema press about DreamWorks acquisition of Satoshi Kon's Millennium Actress. This item has also been reported as news by a few Anime Web sites. ANN hasn't reported on the fact because it was news months ago when Satoshi Kon himself announced on his website that the film had been picked up by DreamWorks, however for the benefit of our newer readers...
LOS ANGELES, July 17 /PRNewswire/ -- DreamWorks SKG has licensed the worldwide distribution rights for the highly acclaimed Japanese animated film "Millennium Actress" from The Klockworx Co., Ltd. Los Angeles-based Digital Manga, Inc. assisted in forging the deal, which marks the studio's first acquisition of an anime film and includes all forms of distribution, including theatrical, home video, television, and ancillary rights, and covers all markets with the exception of Asia. Based in Tokyo, The Klockworx Co., Ltd. will oversee the film's release in Asia.
Directed by acclaimed director Satoshi Kon ("Perfect Blue"), "Millennium Actress" is a romantic adventure story that explores the life and career of a reclusive actress. The film has received numerous awards and has garnered wide critical acclaim since its debut at the 2001 Fantasia Film Festival in Montreal, Canada, where it was named Best Animated Film and received the Fantasia Ground-Breaker Award for Artistic Innovation. The film was recently awarded the prestigious Media Arts Festival Grand Prize by Japan's Agency for Cultural Affairs, and was the first ever recipient of the Sitges 2001 Orient Express Award spotlighting Asian genre films.
